Yes every hour a bus departs IKA airport to Mehrabad airport, it stops at Haram Metro station and Azadi square from where you can take metro and bus to the other parts of the city. If your plane lands after midnight you would really have no choice but to take a taxi.
The approximate taxi fee from IKA to central Tehran with Yellow cabs does not exceed USD 15.
