Because of EU and US massive banking sanctions on Iran, it is quite common and true that many Iranian businesses and government entities and also individuals have bank accounts in euro and $ in Dubai, or Germany, or South East Asia!
If it is clear on the transfer form that the recipient is an Iranian company they may refuse the transaction. Don't mention that the final recipient is in Iran or to an Iranian company, no matter what country that company may be based in.
